Social and health services are in front of great challenges. The demand of health care services increase as people grow old and chronic diseases become more common. At the same time services need to be provided more inexpensively. Citizen’s involvement in taking care of one’s health and well-being is promoted by legislation and national projects, which are developing new customer-orientated E-Health services.

The aim of this thesis was to examine how useful the Medinet Personal Health Record (PHR) was as a health promoter in users’ point of view. The influence on user’s health behaviour was also examined. The data of this quantitative thesis was gathered with electronic survey. Survey results were examined by direct distribution and relative frequencies.

According to results the use of Medinet PHR had some health promoting effects on its users. Having access to own personal health data and lab results had improved respondents’ responsibility and adherence to self-care. This appeared as increased interest to seek health education and as changes in individual health behaviour. On the other hand the respondents insisted that Medinet PHR should be more comprehensive and complement National Archive of Health Information (Kanta) Services. Respondents also wanted improvements in PHR’s usability and that medical staff would use PHR with greater commitment.

With the help of survey results the commissioner can get first-hand information of user’s experiences of Medinet PHR and their wishes of future development of E-Health services. Frequent customer satisfaction surveys of users of E-Health services would be advisable.
