Tämän opinnäytetyön tavoitteena oli tutkia ja selvittää viranomaisten vastuut öljyntorjuntatyössä, virka-apuna tarvittaessa saatava tuki ja virka-apuviranomaiset sekä vapaaehtoisjärjestöjen valmius osallistua öljyntorjuntaan.

Työn lähtökohtana oli pelastustoimen operatiiviseen toimintaan osallistuvien henkilöiden osoittama tarve koostaa viranomaisten vastuita öljyntorjuntatyössä ohjaavan lainsäädännön ja ohjeistuksen ydinasiat yhteen teokseen.

Lisäksi työssä esitettiin tärkeimmät öljyntorjuntatyötä ohjaavat ja tukevat tieto-järjestelmät sekä asiakirjat. Työ toteutettiin aineistoanalyysinä, perehtymällä aihealueen lainsäädäntöön ja ohjeistukseen. Lainsäädännön, ohjeistuksen ja muun lähdemateriaalin analyysin pohjalta työssä käsiteltiin jokainen viranomainen sekä kunkin viranomaisen tehtävä ja velvollisuus öljyntorjunnassa.

Opinnäytetyön on tarkoitus toimia opintomateriaalina sekä öljyvahinkotilanteen johtamista tukevana työkaluna. Tähän työhön kootut aihealueen ydinosat yhtenäistävät, selkeyttävät ja helpottavat viranomaisyhteistyötä öljyn aiheuttamissa onnettomuuksissa.

The aim of this final project was to find out and examine the responsibilities of authorities in oil spill prevention and response, the executive assistance provid-ed when necessary, as well as the readiness of authorities and voluntary organi-sations to participate in oil spill response. The starting point of this final project was the need expressed by the personnel taking part in the operative actions of rescue services by compiling the main points of the directions and legislation governing the responsibilities of authorities in oil spill response. Additionally, the most important information systems and documents governing and guiding oil spill prevention and response were presented in this project.

The final project consists of a data analysis and theoretical framework. The pro-ject was carried by studying the legislation and directions governing the sub-ject. Based on the made of the legislation, directions and other source material, each authority and their duties and responsibilities in oil spill prevention and re-sponse were examined.

The aim of this final project is to serve as study material and as supportive tool in managing oil spill response. The essential information on oil spill response compiled in this final project will unify, clarify and simplify the cooperation of authorities in oil spill accidents.
