Improving traffic and parking arrangements at the Tampere Exhibition and Sports Centre

Mass events at the Tampere Exhibition and Sports Centre (TESC) pose a challenge for the traffic fluency and parking arrangements in the vicinity of TESC. Problems related to traffic flow and parking can be observed especially during the Subcontracting trade fair. These problems can also be seen as issues limiting the further growth of TESC trade fair events. The TESC traffic and parking conditions were observed during the Asta Constructor and Subcontracting trade fairs in 2016. Some suggested improvements were also studied with simulation. In addition, certain measures were recognized through conducting interviews and studying previous reports. The aim of this study was to suggest improvements to the traffic and parking arrangements and to recognize a set of measures and solutions that could help in tackling the traffic and parking problems. Several factors affect the transport system and traffic flow around TESC area. Traffic fluency and parking capacity adequacy vary depending on the event type, i.e. consumer and professional trade fairs have differing visitor profiles. It is important to examine traffic and parking as a whole since e.g. parking arrangements, parking guidance and parking capacity have a direct and significant effect on traffic fluency in the area. The recommended measures were divided to short and long term measures. Short term measures that can be implemented within the next two years include affecting the demand, promoting public transport as the primary mode, enhancing the remote parking promotion, implementing minor street infrastructure improvements and putting a traffic control management plan into service. Long term measures include building a multi-storey car park, utilizing a parking guidance system, implementing major street infrastructure improvements and implementing a mobile application and overhead sign support based traffic information system as a part of a citywide traffic guidance system.
