The aim of the study was to determine whether passengers self-purchased, dynamically priced train tickets could be controlled. The purpose was also to stimulate discussion about internal risk management.

In government agencies and institutions, self-reservation of train tickets is permitted, although many employees utilize travel secretary services to book trips. To ensure that employees adhere to its guidelines and rules when booking train tickets, an organisation must control ticket purchases. However, the rapidly evolving price policy presents own challenges for implementing controls. While the cost of train travel may not be considered significant for individual passenger compared to airfare, it amounts to a consider-able expense at the level of the entire state administration. Moreover, monitoring even minor expenses is important because government revenues consist of funds collected through taxes.

Qualitative research was used as a research method, utilizing a hermeneutic approach to gain perspective on it. The research consisted of interviews with travel experts from six different government organisations and data was collected with unstructured thematic interviews. The analysis of the collected data was done by thematically and theoretically.

According to the research, the most effective form of control for passengers’ self-reserved train tickets is social control and specifically guidance. Dynamically priced tickets pose challenges to internal control, and it is not cost-effective to implement revealing monitoring of employees’ self-reserved train tickets with existing resources. The research results also indicate that it is beneficial for organisations to allow self-procurement, particularly for domestic train tickets. These results of the research can also benefit when developing travel guidelines or controlling other travel tickets. Where applicable, other organisations and private companies may also take advantage of the results.
