The purpose of this thesis is to map out the housing service units that offer an opportunity for independent living for the mentally disabled in the Kouvola region. In this work, researched what forms of accommodation Kouvola has to offer and which services they include. Housing services is mapped out the by interviewing the units that provide these services in Kouvola. Thesis is mainly qualitative, since it describes mainly what kinds of things and what kind of ensemble of services the independent living arrangements in Kouvola consist of. Research will also show -how many units there are in Kouvola and how many apartments they have to offer for the mentally disabled. A body of interviews is formed, based on the nationwide recommendations that have been made on housing services. Becoming independent is a huge and challenging step for a mentally disabled adolescent and their family, and also for the service provider. Changes in society have in-creased the emphasis on the living conditions of the mentally disabled, and consequently a recommendation of quality on the housing services for the disabled and an apartment- programme presentation for the years 2010 to 2017 has been compiled. Based on the recommendations and propositions, the institutional treatment of the mentally disabled should be abolished by the year 2015. There-fore, some significant changes, that in part create great pressure for the service providers, are taking place in the living conditions of mentally disabled people.
