Developing the safety of the Tommola House through the Tutor assessment

This thesis focuses on the development of the safety of the Tommola House through a Tutor risk assessment model, carried out as a research development project. The Tommola House, which is located in Heinola, comprises a school as well as a day care center and a family center. The objective of the study was to give the Tommola House development proposals based on the results of the Tutor assessment in order to self-improve the House. At the same time the purpose was to be able to suggest how the development target proposals of the Tutor assessment are implemented and how these safety processes can be made repeatable in the target organization and its various units.

The Tutor assessment was conducted in the Tommola House in spring 2013 by the security professionals of the Laurea University of Applied Sciences. When the assessment was completed, its results were submitted to the target organization and further to the author of the thesis. This provided an opportunity to comprehensively evaluate and develop the safety activities of the Tommola House through measured results.

The approaches and methods of the research development work intended for university of applied sciences studies were used in this thesis. Along with the results of the Tutor assessment, literature relevant to the subject was studied. Thus the theoretical framework was built around the project. Its key concepts among other things are organizational and school safety, risk and safety management and safety culture.

When combining the results of the Tutor assessment and the theory the development proposals of the development work were produced. The development proposals demonstrate, how the safety functions of the Tommola House can be built and promoted in practice. The proposals include among other things the process description of the school risk assessment, the action and communication guidelines of the accident situation and the examples of the documents of the self-monitoring and incident reports.

Some of the development proposals create a foundation for the safety management system of the target organization and its daily safety work while others are ready to be implemented. As a whole the thesis also serves as a platform to the more detailed safety projects for the Tommola House. To its author the study became a connective and repetitive factor.
