One important cause for success is constant improvement of quality in the strategy of the town of Imatra. Measuring of improvement is important. By measuring the current state will be found. Measuring can be done by several methods and estimation of the self-evaluation is one method to find out the strengths, and also subjects in organisation to improve.

The purpose of this thesis was to make for the town of Imatra a self-evaluation model, which resembles European Foundation for Quality Management. The aim was to find out strengths and items to improve in superiors´ activities. An other aim was to notice how the fairly quick and not so deep-going self-evaluation can be used in measuring functions of the town of Imatra. It was also studied how the EFQM 2010 questions evaluate functions and how suitable they are to make questionnaire for the town of Imatra.

In the theory part thesis the main purpose was to explore quality and its definitions and to introduce a structure of controlling quality. Also other tools to improve the quality of the organisation were introduced.

Self-evaluation of quality management was done as a questionnaire using Webropol. Functions were estimated in five themes. Themes were leadership, strategy, human resources, partnerships & resources and processes. The hyperlink to Webropol was sent by email to all superiors in the town of Imatra.

By means of the questionnaire were found a few strengths and a few matters to improve. Also differences in sectors were found especially in some questions. Generally, the quality of the procedures is on quite high level in the town of Imatra.
